  I would like to see a little tighter restrictions on shops. I think that purchasing necessary filtration and disposal equipment would really separate the hobbyists from the businessmen. The only problem is that once the government, local or federal, gets their hands on this, then taxes go up since they need more regulators.

Unfortunately, there is no easy answer. Maybe the government should look a tax breaks for businesses that adhere to certain standards. I like this idea better than punishing those who don't. All that does is make it harder for them to adhere. It's like throwing a drug user or alcoholic in jail, her gets no help, and then when he comes out, he has less going for him than when he went in. Then what are they more inclined to do? Certainly not pull themselves up, that's for sure.

Instead, carbon emissions are every politicians dream. You can tax something that is invisible, and you can't measure. Instant revenue stream.

I know several people in this particular topic won't like him, but you should really read the book "A Contract With The Earth" by Newt Gingrich. It essentially says technology got us into this mess, not technology can get us out.
