I have several web hosting options outlined on my portfolio page for Site Design: http://neopoe.com/portfolio/website_design.htm These are the top Hosting services as far as reliability. There are even some that will pay you for referrals, giving you an opportunity to get your hosting free or even make a few bucks every month. As far as the tools you are using to build your site I recommend Dreamweaver by Adobe it is the industry standard for building websites.
