Dreamweaver by Adobe is the industry standard for building websites. There may be more than you need as far as tools but it will give you something to grow into as your web design skills grow. I build a lot of websites using this program and I couldn't live without it. Also check out SEO Elite It's a great tool for search engine optimization.
