If you have not fired him by now, then you should strongly consider it. The market is pretty strong for quality employees that can be trained. You may want to ban cell phones as well. Do not forget that if they are on the phone and printing, then they are not paying attention to what they are doing. If they stop an automatic press for 10-minutes a day to answer phone calls, then you are losing 60-100 shirts of production time a day.
