I suspect that what you are seeing is a listing of a chemical that is a widely known carcinogen, but has a level of personal exposure that is disputed from state to state.
For an example, lets say the MSDS sheet you are reading says the product in question has 50ppm of chemical "X"....a known carcinogen.

The allowable federal minimum threshhold levels for Chemical "X" to appear in a mixture before its dangerous....may be 100ppm. So most states would look at that chemical mixture and say that according to Federal standards it is not considered a carcenogenic mixture.
But....California generally has lower minimums for everything. They may consider that anything over 25ppm....constitutes a carcinogen. This is just a for instance, but a factual example of one.

California has been in the lead for clean air and water standards since about 1974. They are driving the levels and requirements of the rest of the country. Some...most....of this air,water and safety quality drive is just plain excellent. But...some of it is not. Some is driven by popularity and public "feeling"...and not really science. Ray
