Start looking at switches. In the heads, and on the geneva drive unit "programmer". (Small plastic unit with split-cams driven by a small chain)

There are switches in the heads and programmer that tell the control panel that it's okay to lock the fork, okay to drive the heads, and okay to turn the carousel. If any of these switches are faulty, you'll have problems.

Really, very easy machines to work on once you get your head wrapped around the ancient technology. And damn near everything you could need will be at the hardware store or Mcmaster-Carr.
