Rex, if it's a bitmap, it's a bitmap. My suggestion won't help. What caught my attention was that you said it looked liked vector paths in Illustrator. I thought maybe the back-save was forcing the unwanted conversion. I usually prefer .eps myself. But, when there's gradient areas involved, sometimes converting to .ai with compression OFF preserves the fill...........and more importantly, preserves your sanity.
