Two ways to do this. First is exactly what you asked. create a new layer above all the art layers you want to combine. While the empty layer is selected link it to all the layers you want to merge. Then hit command option E and that will copy the contents of the linked layers into the empty layer and leave the original layers intact. Another way leaves all the layers so you can still tweek the copy. This is where Layer Sets comes in handy. In your layers palette link all the layers that create the part of the design you want mutiple copies of. Then click on the triangle at the top of the layers palette and select "New Set from Linked" This will put all those layers in a gouped set. You can then select the set and click the triangle again and select "Duplicate Layer Set" Then you can select the dulplicate to move it or turn off it's visiblity whatever. This way you have an exact copy of the layers in a separate set and you can tweek a layer setting and still have the original. Sometimes I will make a duplicate layer set of in intricate layout and turn off visiblity on that set and move it to the bottom of the layer palette with a new background layer above it. Sort of like a safe master.
