The design has about 15 layers that I want to maintain. When I drag each part to a 'new' copy layer, they're all over the place, and I need to start re-arranging the order to get each copy together.

As Loren suggests, I can copy the whole image to a new file, and flatten and print with that. I still need a separate file with the layered version. Keeping both in one file won't work then.
