Dean, I'm not sure that I correctly understand your question/problem.
I can't picture how you're getting the alignment that you're after by using strokes/outlines.
If you make a smaller stroke, how are you getting that to center?

While I use Corel, not Illustrator, I'm imagining that you have the same options.....just maybe named differently.

I don't use strokes, called outlines in Corel.
This is how I would do it, using contours, to make sure everything is centered with each other.




Now if you don't have that second "outline", then just changing the stroke width should work.
But, I thought that you were asking about an outline around a negative (show thru) area.
