  Does anyone have an answer?

I have created a design that is has text in it. The text only has a stroke and a white fill. I want to shirt color to show through. I need to create an underbase for this stroke. So I created one stroke and then a smaller stroke on a seperate layer. You can clearly see in Illustrator that the top stroke is centered and is smaller then the bottom one. The problem is when I print the layers seperate they do not line up. And I know for a fact the layers or not shifting in the computer. I created registration marks on a seperate layer which stay the same on both layers. Every other piece of the art work is ok just that one word. I hope you can understand my problem Any help would be great! Thanks
