You can edit the image from within Corel Draw by using PhotoPaint (right-click on the image and select edit bitmap). To see the best way to adjust tones, hues, contrast, etc., pull up Corel's Help Menu and type in the phrase "adjust levels" in the "search" tab. You can adjust the gray background by choosing "adjust", "contrast enhancement" and then using the sliders on the right side to adjust the levels, or use the eyedroppers to sample what should be white (that will be the light gray area). Actually, the sliders work better. You have sliders above and below the box. Work with them to see what works best.

If you have Photoshop, it works much the same way, but easier. Open the image in Photoshop, go to Adjustments, choose Levels and use the eyedropper in the bottom right to select the area which SHOULD be white. Then you can use the one on the left to select an area which SHOULD be black. Again, you can use the sliders to make further adjustments. I have also gone in once to do the white level adjustment, closed that dialog box out (not the whole document), then gone back into the Levels Adjustment so I can get more of a contrast. This is really easy and works really well!

There is a video tutorial on the equipmentsone site about underbasing (I quit messing with the white ink sometime ago it is just not profitable for me )
