1) It depends on the dryness of the air in the room. It will dry in 25 minutes if you have a dehumidifier in the room keeping the relative humidity below 40%. In Miami, if the Rh is hovering at 75% it will never dry completely. Dry on the the surface, but wet as a tomato inside.

2) Safe lights for screen printing stencils are yellow. I suggest General Electric fluorescent lamps F40GO Product Code: 10522

3) Without knowing details about your lamps and unit, no one can tell you. Above all you must make an exposure test - it is the most elemental screen making skill. Where is the sales person?
