  What you have there is "scumming". When a screen is underexposed, loose, slimy emulsion residue is left on the squeegee side of the screen. When you dry the screen standing on end, this loose emulsion (with the dye washed out) will run into the open area. After washing out the image, rub the squeegee side of the emulsion. Does it feel slimy? It's that slimy stuff that runs down into the open areas.

Use a 21 step exposure guide to make sure you have the right exposure time.

Make sure the squeegee side of the screen is good and washed out. Even on the non-opened areas.

Once the screen is dry, you can usually see the scum while holding tthe screen up to the light.

If you do find it, solvent won't take it out. Your best bet is to wash it out again. You can use a spot removing gun but its hard to be accurate.

Your best bet is to make sure you have the proper exposure time.
