I have run into issues with this as well, S&S offers free shipping on regular priced items with $150 purchase, if you do purchase something that is on sale or white t's they charge you for shipping those particular items but they had no marking for sale items at the time I ran into the issue with them, they do now. Imprints Wholesale offers free shipping on anything with an order total of $150--sale items, clearance, separate warehouses, white t's etc. Good deal! Broder used to have free shipping on $150 without sale items or white t's and had a function on the website to figure out if you were better off paying regular price for the sale items or getting free shipping--I don't buy from them often so I don't know if they're still offering that or not.
