QCM Inks.

From my experience it's either from getting the bottom white to hot and "curing" the surface of the ink so the top pink layer is not bonding - or the bottom ink layer is "gasing" (which happens in poly inks if they are cured to fast/hot) causing the top layer to look pitted and sometimes bubble - "bubbling only" is caused more by the ink getting to hot.

That wasn't the best description but - I would try not flashing to long - so the ink remains cooler - and dropping the temp of your dryer and slowing the belt of your dryer to make sure the ink comes up to temp as gradually as possible to ensure a complete cure between layers.
