Fix it like a wetsuit! Generally, a small tear in a wetsuit you would glue the edges together with black wetsuit cement. Your two part glue will probably work just fine on your exposure unit blanket, but it will go on thicker and not be as stretchy or flexible as a seam glued with wetsuit cement. Probably not an issue unless the patch was bigger. If it is necessary to reinforce a tear I just glue a small patch on top (thinner neoprene with the backing). If your tear continues to lengthen, it does happen, then a few locking stitches at both ends of the tear (threaded into the the textile backing) will stop that. More of a wetsuit problem due to the stresses. Why does your blanket degrade? It doesn't particularly like UV light! It also doesn't like ozone either. It is funny that the conditions I avoid when storing my wetsuit are pretty much standard operating conditions on your exposure unit. When the material starts disintegrating and you get small particles loose on your exposure unit it is time to replace it, other than that it's repairable.
