  The ink you are using sounds like it may be old. All white plastisols have a tendency to thicken with age. It is referred to in the industry as "aging". All is not lost. One of the products that every shop should have on the shelf is a curable reducer. Ours is called PLUS-9000. It is used in very small amounts (1-3%) to reduce the thickness and stickiness of an ink. If used in small amounts it will not have a bad effect on opacity.
As far as your printing technique, you have tried a lot of the recommended methods. But one you mentioned in your original post I would not usually recommend. That is, increasing off-contact. High off-contact is usually a crutch for low-tension mesh. White ink and low tension do not go together well. Try to avoid increasing off-contact as it will make registration difficult, increase print effort, decrease the ability to shear the ink, and shorten the life of the mesh itself...among a host of other things.
