The image should be reversed but your toner should touch the plate, you don't want a gap (transparency thickness) between the image (toner) and the plate emulsion. As you used the term 'toner', I'll assume that your transparency is being printed by a laser printer. Laser transparencies are not the best for use in exposing plates, some here will say they work just fine, but in my experience they are not dense (dark) enough. Shorter exposures, will give you a deeper etch. You should be able to feel the etch with your finger. You should see ink in the image area after doctoring the plate, which should then transfer to the pad. For future use you may want to invest in a 10X or better Loupe Magnifier for close inspection of your plate and for examining imprints during troubleshooting.
